What are the regulations on exit and entry permits for foreigners permanently residing in Viet Nam without a passport?
Answer:
Circular 45/2011/TT-BCA, dated June 29, 2011, of the Ministry of Public Security guides the grant of Exit and Entry Permits for foreigners permanently residing in Viet Nam and having no passport.
Article 3 stipulates the validity and use of the entry and exit permits:
The Exit and Entry Permit (Form N18 attached to the Circular) is granted for each individual, with shorter time limit than the time limit required to renew the residence card at least one month. It is not renewable.
The Exit and Entry Permit is not a substitute of passport and does not specify the nationality of its holder.
Person who brings the Exit and Entry Permit together with the permanent residence card are exempted from acquiring visa to exit or enter Viet Nam during the time limit mentioned in the Permit.
The dossiers include:
– 01 declaration form N17A;
– A copy (not required to be certified) of the permanent residence card issued by the Immigration Agency of Viet Nam together with the original for comparison;
– 02 latest photos, size 4×6 cm: bare head, front view, clear full face with ears, no glasses, white background. One photo is attached on the declaration.
Foreign permanent residents in Viet Nam who request for Exit and Entry Permits have to submit the dossier at the Immigration Offices of the provinces or cities where the foreigners reside permanently, or the Immigration Department of the Ministry of Public Security.
Within four working days from the date of receiving valid dossiers, the Immigration Department of the Ministry of Public Security considers the grant of Exit and Entry Permits.
